Minerva is a project development consultancy. We turn an idea into a fundable proposal, assemble the consortium around it, and carry the project through implementation and reporting. Our thematic home ground is agriculture technology, rural development and vocational training.
From an idea to a funded project
This is our core business. Our team has written, coordinated and implemented grant-funded projects inside municipalities, cooperatives and technology development zones. We know how evaluators read a proposal, because we have sat on both sides of the form.
Proposal development
Concept design, needs analysis, logical framework, work packages, budget construction and the full application narrative, written to the evaluation criteria, not around them.
Consortium building
We identify and approach the partners a call actually requires, define each partner's role and work package contribution, and handle the mandate and declaration paperwork.
Coordination & implementation
Project management, partner communication, interim and final reporting, financial follow-up, quality assurance and dissemination across the project lifecycle.
Partner participation
When another organisation coordinates, we join as a Turkish partner with a validated PIC and OID, a clearly defined technical role, and complete documentation on time.
Software, telemetry & AI-assisted tools
Our own team designs and builds the digital components a project needs — web and desktop applications, telemetry and data communication for field sensors and drones, cloud infrastructure and data backup, and machine-learning or computer-vision components for tasks such as crop monitoring.
Agriculture technology & rural development
A proposal is only as strong as its subject-matter grounding. Agriculture technology is the theme we know best: the field we design projects, curricula and pilot activities around.
We are based in Çukurova, one of the most productive agricultural basins in the Mediterranean, with direct access to farmers, cooperatives and municipalities. That proximity is what lets us write project content that survives contact with reality: realistic target groups, credible pilot designs and needs analyses grounded in actual regional conditions.

Where our role ends. We design, coordinate and teach within these themes. Field deployment of hardware (flying survey missions, installing irrigation systems) is carried out by specialist suppliers and partners we bring into the consortium, not by Minerva directly.

Modules mapped to EQF learning outcomes, trainer guides, learner handouts and assessment rubrics, developed together with accredited VET providers in the consortium.
Farmer & practitioner training
Practical sessions for farmers, cooperative members and young professionals on agricultural technology, sustainable practices and resource efficiency.
Hosting in Adana
We organise pilot trainings, workshops, demonstration days and partner study visits, arranging venues and connecting the consortium with local farmers, cooperatives and public bodies.
Cooperative capacity building
Governance, financial literacy and marketing training for agricultural cooperatives, drawing on our team's long record in cooperative development.
